If it's a fabric that can withstand hot or warm water, I would try soaking it in Oxy Clean, perhaps as long as 8 hours, then launder as usual.

What is the fabric content of the blouse?

Some synthetic fabrics have a tendency to discolour simply with time and exposure to light.

    Hi Dottie,

I agree with both Ellis and Flipturn, to start with I would go with the Oxyclean soak following the fabric care instructions on your blouse. They have an excellent product at Dollar Tree which is the equivalent of Oxyclean and does a great job at the fraction of the price. It is called:

LA's Totally AwesomeOxygen Orange Base Cleaner, it is a white plastic 32 oz plastic jar with an orange and yellow label.

Lemon Juice or Borax - 1 cup in the wash - will whiten. Just make sure it's safe for the fabric.

The old standard is bluing. A few drops added to a pail of water - then add to the white wash. . Do not pour directly on clothing.
