I hazard a guess to say your detergent. If you pour some detergents on top of the clothes it will do that. If you put detergent in first and swirl the water before you put clothes in it may help. Otherwise try another detergent.
I'm sorry, I wrote that the wrong way. What I meant is that towels themselves might be the problem due to a bad batch of dye from the manufacturer of the towels. I didn't mean the detergent or anything made in the washer dispenser. Are all of the towels from the same company or are they from different manufactures. If they are from different manufacturers, then we can rule their dye out. Did it just start happening or has it been going on for a while. Is there anything you can think of that is new? Like a new detergent or new fabric softener or new water filter? Does anyone in your house use whitening toothpaste? That can cause bleach marks if they use a towel to wipe their mouth after brushing. I racking my brain here trying to help you figure out what is causing this to happen.
Hmmm and no one uses whitening toothpaste? What a puzzle this is! I finally actually looked it up and surprisingly there are a lot of products with chemicals that can do this, from Clearasil to disinfectants used in pools. See if this article can shed some light:

do you have your own washer dryer or do you go to a laundry mat? I’ve had clothes spotted by bleach left in a dispenser.
I could also be a bad batch of dye from the manufacturer.
