Hi, we have four long haired cats and husky who shed a lot of hair. I found the cheapest and most effective way to get rid of the hair on the carpets is to use duct tape. One roll goes a long way and it picks up every little hair. Being allergic to animal hair you may want to ask a friend to do the the de-hairing for you though.

Use a flip flop! The rubber brings up the hair really well. Just drag it firmly across the carpet.

It's pretty impossible to get the cat hair/urine etc. out of the carpet. Is it possible to get the landlord to pull the carpet? Even painting the base floor might be an idea. I'm deathly allergic to cats, so I can sympathize with you.

Static holds the hair. Spray it with can of static guard and wait about 10 minutes, then vacuum. It will allow more hair to come up. It may take several times but it will get up a lot more of it. Treating with a commercial grade fabric protector like MicroSeal will not only protect from stains and UV sun fade but will reduce static too, unfortunately that is best done on new carpet though it can still help even older already stained carpet. Finally an air purifier, believe it or not removes not only allergens but animal hair. We have to change our filters regularly or at least empty them. Hope this helps you to feel better. Best wishes in your new home.

Roomba 700 series and above. I have an 870. Love it, love it. (I'm not being paid to say this.)

My daughter once moved into an apartment that the previous tenants had dogs and cats. She is allergic to animal dander. I had her put 2 cups of distilled vinegar into the shampooer, and it got rid of the smell and cleaned the carpets. She was able to even lay down in the floor once the carpet dried.

carolannlpn has a great solution. I'm surprised the landlord didn't take care of this before you moved in. I would ask the landlord if he/she would be willing o cover a least half the cost of the cleanup or a solution.

You probably aren't actually allergic to the hair but the dander. While you can get the hair off the top of the coarpet the dander has probably filtered through into the carpet. Shampooing would probably be best.
