Most rugs can be cleaned. Either professionally or by yourself.
I have wool orientals and if an fringe area becomes dirty, I put down a small tarp under the fringe. I clean with a spray bottle with water, vinegar and a small dollup of dish soap. Rinse well as soap will collect dirt in a rug. Check first to see that the dye is colorfast as vinegar can make color run.

I have never personally cleaned fringe before, but my go to upholstery and carpet cleaner is equal parts water to hydrogen peroxide. I would try this and see if it helps. The hydrogen peroxide will continue to brighten as it dries. This is solution is AMAZING and has saved my white Pottery Barn couch from oreo toddler hands.
Here are the spray bottles I use for the solution. I just pick them up at the dollar tree.

If the rug is silk, have it cleaned by a professional. These are generally vegetable dyed.
