Use a putty knife to separate the carpet from the glue and get ready for a LOT of elbow grease and swearing. After it's finally up sand the remaining glue off. You can do a test spot with some acetone and see if that helps the glue release but acetone is really, really smelly, and often makes more mess than it helps IMHO.
Wood or concrete steps?
If concrete, I would buy a linoleum scraper, which looks like a razor sharp thick putty knife welded on to a 5’ Long steel handle.
After cutting through the face of the carpet with a fresh utility knife blade, I would find an edge & yank off what shreds I can, by hand.
Then go back & scrape the carpet off with the giant scraper.
Any remaining glue residue can be stripped with paint stripper, although it’s a messy job.
