Hi Debbie - the best way that I have found is to use a straight edge like a razor blade and scrape them up by hand. It is time consuming but there really are no shortcuts!
Goof Off paint remover works well if removing latex paint. You did not mention if tile was ceramic or vinyl? Paint latex or oil? I think Goof Off brand has different formulas now.
If a paint thinner doesn't work, you will probably need to scrape. I would recommend a single edge razor blade similar to this:

Scrape off as much as you can. Goof Off to remove any residue.
