Hi, as long as you don't linger too long in one spot, you should be okay to run the steamer over the paint, is this to clean the paint or loosen it?

To clean the painted cabinet.
I wouldn't steam clean any wood - even if it is painted, the heat and water will raise the wood grain which will NOT recede back to it's normal flat state. It will also weaken any glues used for the joinery holding it together.
I wouldn't use steam to clean wood. Try Murphy's Oil Soap.
