If you are looking to repaint - I recently discovered Oil Bond (you can get it here on Amazon https://amzn.to/2wGmiNO) where you rub this first on your cabinets. This helps the paint stick so you DON'T NEED TO SAND!! Also add a bit of Oil Bond to your paint. I would also spend a bit more for specific cabinet paint to ensure a smooth finish. Clean and paint the cabinets but remember to take the hardware and even hinges off and paint those too. Just seal them with a spray poly after painting.
You can clean the cabinets with vinegar and water or TSP. :)
There are several products on the market that are specifically made for cleaning your cabinets.
It may be my monitor, but the cabinets appear to need some sanding to remove rough spots. I'd sand, tack cloth first, before any painting or restaing.
Krud Kutter is awesome to clean cabinets. Make sure you wear rubber gloves, it can be harsh on your skin.
