Have you tried Goo Gone?
Try heat. Lay a hot cloth on it for a few minutes or try a blow dryer. Try baking soda vinegar and course salt to clean it off.

We had this, too, in an old home. My mother told me it was probably as a result of someone using sticky-backed contact paper to line the drawers. I used everything I could think of to get it out, but I finally gave up and used a sharp scraper, and then laid down liner paper (not contact) that could be removed as needed. I wonder now if the yellow residue could have been a shellac or varnish (but who does that?!). I never tried turpentine or any other type of paint remover. The scraper took a very long time, but it did work.
My answer to anything sticky is lighter fluid. It's amazing what it will lift off without damaging the surface... Good luck

Hmmmm, sounds like the rubber cement used to laminate the shelves is bleeding through. https://www.hunker.com/13424204/how-to-remove-rubber-cement-from-wood I also use one of those single razor blade scrapers.

Could it be it is Tree Sap coming from Knots in the timber? If so, you can buy a liquid called Knotting to stop it from seeping out of the timber, then re-finish it. Best wishes.
Make a paste with baking soda & blue dish soap. Apply to the stains. Clean with a sponge and vinegar.
