Yes. Mold preventing paint will keep mold from forming. But it's best to kill the existing mold first. Bleach will do the job. Don't buy those expensive mold-killing products because nothing works better than straight bleach. Be sure the bleach is completely dry before you paint.
Kill the mold with vinegar or ammonia (bleach just makes it invisible). Then, there are paints for damp areas (bathroom or basement paint) that will inhibit the return
First you need to clean up the mold, not cover it up. I would go so far as to remove that wall board and see what is growing behind it before doing anything else. Vinegar will clean up any surface mold. Vinegar kills mold spores, bleach does not.
