try making a paste of baking soda and water
You can get polish remover that is specifically made for gel nail polish - I just don't know if it would damage the floor. If you have some extra pieces of flooring, I would test it out on that before trying it on the polish spots. Good luck!
Start with 70% alcohol on a rag. If that don't work use mineral spirits. Last use nail polish remover, with a Q-tip. The baseboard try the above, and touch-up with paint.

Gel polish has to be soaked off so you will have to refinish the area it was spilled in
