If none of the above work, it could be the urine has settled deep into the under layment. If the urine was found right away, then that wouldn't be the case. But if urine had been allowed to sit on the vinyl for sometime unnoticed, it might seep through. If that's the case, you'd need to get down to the underlayment and add Killz to it, or cut out the bad spots on the board. Hopefully, one of the other easier suggestions work first though!

You must use an enzyme cleaner such as urine odor eliminator as previously suggested. Regular cleaners do not work. But the enzymes attach themselves to the urine (or other body fluids) and eat them up til they are no more. Good luck.

Pet urine smell rarely goes away with just a cleaner, unless the urine didn't have a chance to soak into the surface. Most cleaners will help mask the scent but in my experience it's never truly gone. Unfortunately the best solution may be to remove and replace the linoleum and possibly the subfloor underneath depending on if the urine soaked through that far.

A mixture of baking soda and vinegar works great on heavy, hard smells.
