If it is not a lot of rust, we used to keep a bucket of sand in the garage with some old used car oil in it. When we finished using a tool, we stabbed it into the oily sand several times and the combination of sand and oil kept it from getting rusty and removed light rust. If there is more rust, you need to scrub it with a metal sander or metal scrubber and oil it well to stop the rusting.
Grind and/or sand off the rust. Then oil the tools to keep them from rusting in the future.
Coca cola. Let them sit in the soda for a couple hours and rinse, they'll look like new. The acids in the coke break down the rust. It's good to clean chrome too
