Use a swiffer.
Use something called a "high reach duster". There are lots of choices on Amazon or wherever you buy cleaning products.
Vac cleaner or long duster.
Get up on a ladder and clean them manually or invest in a pole and duster like these:

Some of the brushes for this use are on an extension pole/handle. You could also use a sturdy ladder, put a pillowcase on the blade, and slide the dust/dirt into the pillowcase.
Swiffer dusters work for us... and if you need an extension... slide the original handle into a piece of pipe... duct tape if needed
A pair of tongs with a pair of socks put over both arms of the tongs. Secure the socks with rubber bands and clean both sides of the blades of the ceiling fan at the same time. Just wash the socks and they are ready for the next dusting project.
Maybe a 2 prong feather duster would do the job
