Wash it. I would use a jumbo car wash sponge with a mild solution of warm water and dawn dish soap, then wipe over withclear water. Wouldn't hurt to towel dry the wall either.
gently, and it 'very' much depends on how sturdy the wallpaper is - a magic eraser and soapy water works in some cases, a degreaser may be needed, but I would check it doesn't harm the paper, first.

Depends on the wall paper too....Naomie is correct in the warm water and dish soap, but be careful not to leave on too long or use hot water, this will loosen the wallpaper.
There are special sponge erasers that don't require water. Look for them on Amazon.
I would use a citrus cleaner in some warm water, clean rinse and then towel dry
