In the past as well as recently the tenants upstairs toilet has leaked. It's created moisture and mold build up.

Tempting to just Prime and cover but everything I read says cut out the moldy drywall and replace it. That is also what the insurance inspector told us when we had a roof leak that damaged our ceiling drywall.

Are you renting? If so, your landlord should be addressing this. Was the situation from upstairs tenants reported? They may have attempted to keep this hidden.

If you are renting, call your landlord, as this is his responsibility. You can temporarily get rid of the mold you see, but until the moisture source is fixed, the mold will return. Mold is hazardous to your health.
