I have tried a glass scraper without much success.
Hi Alyce, the easiest way I have found is to scrape it off using a single edge razor blade. If you have very much to do, you'd be ahead to purchase one of those scraper tools that holds the blade so you're not as likely to cut yourself! After scraping, you have debris sort of like when you sharpen a pencil. It can be washed away with a damp cloth. Go fo it!
I have used a razor blade - the type with the one edge not sharp. Just carefully, on an angle, scrap the window area with the paint.
I gently use a razor blade. Get a cheap razor blade holder for greater ease.
