You cannot really remove it.... FIRST you need to determine where the stain came from.. and fix the leak that caused... popcorn ceilings CAN be painted... use a really fluffy roller, paint that includes primer...put on a LIGHT coat rolling ONLY ONE DIRECTION... do not move the roller back and forth...let it dry COMPLETELY... then roll on a second coat at right angles to the first coat again in ONE DIRECTION... repeat until you have the whole ceiling done... Spray painting gives the best finish... use 2 or more really LIGHT coats... if you get the popcorn too wet... it will fall off the ceiling... and you might as well have just removed it in the first place (the best option in the long run)

paint over with KILZ .... there are several types - but it covers stains an prevents their bleeding thru; make sure the leak that caused the stain has been repaired first though!
Kilz 2 is good..as is zissar . Primer the ceilings and then put on a coat of paint.Use Kiltz 2 its water based and easier to use then the original Kiltz which is oil based. Make sure you paint afterward. Primer will show turn a little yellowish after a while. With primer then paint you will have a really nice finish to your ceilings.

To provide a clean surface for the paint to adhere on, the ceiling must first be swept. Stain-blocking primer should be applied to the water-damaged area prior to painting. Apply one final layer of flat paint after that. Use a long-napped paint roller to apply it.
Paint over with Stain Block and then re-decorate.
You can use watered down bleach lightly dabbed on the stain as not to soak it. It should magically clear up. Otherwise use a stain blocking primer and repaint.

Mist the stains with the bleach solution and dab them gently with a sponge, being careful not to soak or saturate the popcorn material, as excessive exposure to moisture can cause it to dissolve.
