You need to fix whatever caused to moisture to form into mold/mildew first or it will come back. If it isn't from a leak somewhere, a dehumidifier would probably help. Vinegar kills the mold/mildew spores, but it will come back if the cause isn't fixed first.
It depends on the degree of infestation. If surface mold you can clean with vinegar. If more than that, you need to call in the pros. Mold is highly toxic and can cause serious health issues and if not handled properly you spread the mold spores throughout the entre home. I can't stress enough how serious this can be.

Where is the mold? How long has it been there?
Oy! First, if this is BAD please call in experts! Have you called your insurance company? Don't tell them a flood came, tell them something like the elec. went out so the sump pump failed. Most insurance companies tell you that you need a separate flood insur. policy otherwise.
You MUST wear protective clothing, eye goggles and good respirators - not a dust mask.
Remove everything you possibly can - bag it and throw it out!
When I say everything - I mean everything!!!

Books, furniture, toys
Drywall, paneling
Bring in a ton of commercial fans.
You want to dry everything is much as possible.
Use a solution of bleach & water in pump sprayers to spray down beyond where you see mold.
Leave it all to dry completely and reinspect.
Disinfect yourselves and throw out the protective clothing or disinfect.
You may to do this treatment a number of times. Gear up each time!

Apply the diluted bleach solution straight onto the mold by mixing one cup of bleach with one gallon of water. After letting it sit for a few minutes, use a brush to remove the mold.

Key is to solve why this is happening so it doesn’t keep coming back. Since it’s in a basement, I’d have a pro or waterproofing company come take a look, see what their thoughts are first.
Hello LD, hope this helps you. Spraying a vinegar solution (1 cup of vinegar per gallon of water) onto the surface, saturating it fully, should kill most strains of mold.
