Spray it with soapy warm warm and scrape with a floor scraper. Lots of hard work!

Try Goo Gone. Stuff is amazing.
You could try sprinkling it with baking soda and then spraying down with vinegar. Sometimes that reaction helps loosen stuff on flooring. Here are some other ideas:

I'm sure Homedepot or Lowe's has some product to help you with that. Call first, then go there, they'll help find what you need.
you could try using a wallpaper stripper/steamer as this will soften the Glue and should enable you to use a stripping tool to scrape it up.
