Hi Lisa,
We just removed some old wallpaper border over the weekend and found a way to remove the most stubborn pieces - a fabric steamer used with a putty knife. The steam softened the glue and helped loosen it and the scraper slipped under the edges to lift it off. It was still a tough job in some areas, and required some sanding to remove all of the glue, but it worked! This border had been up for a really long time, I'm pretty sure. If yours is not so old, it may work easier for you, but a steamer is definitely the way to go! Best wishes!
There are several ways. Use a damp sponge in warm water, let water soak into wallpaper. It should slide off. Stubborn wallpaper? Use a steam machine. It will peel off easily.
I have used water and vinegar in a spray bottle, let it set up for a few hours and the pieces come off it as in large flags. It is a bit of odor due to the vinegar, but it works fine.
Water and vinegar has worked for me. However I scratch the wall paper first so that the mixture can get under the wall paper faster. It doesn't have to be scratched a lot just enough for the solution to get behind the edges. Let it soak for a bit and then pull and scrap off. Be sure to wash the wall afterwards to remove glue residue or your paint or new wall paper won't look good.
I thought a mixture of water and fabric softener sprayed on the paper helped it come off easier. Make sure you have a good scraper too!
