Ladder. Spray product on cloth and place on helium balloon with long string, will get cob webs. Hire someone to do it. Not many options that I know of.
Hi Deb, To be safe, someone should use scaffolding to dust and clean such high ceilings. Take a look at a web site called Home Advisers.com. It is a company that can recommend a pro for any kind of home project you may have. We have used them twice and been happy with result. They do background checks on all their pros and provide customer reviews too. And, here's the best part, it's free. Best of luck to you.
It's not a safe or easy job. You might consider hiring it out. If you want to do it yourself, tall ladders, or scaffolding might be your best bet.
