Its a lamp and I think may be brass plated. Is there a way to remove the rust or possibly spray paint it?

You can spray paint it with Rustoleums 2X for metal applying two light coats allowing each to dry

If you think you might salvage the brass finish, you could try cleaning it with Bar Keepers Friend. You can always still paint it if that doesn't work.

Rust-Oleum spray paint is great I would polish it first to try to remove ant pitting that creates a rough surface

I have loved restoring a lot of old lamps that were brass plated steel. You can be sure that it's not solid brass with a magnet, but the picture says you are correct about it being plated.

Take the lamp apart. Address each piece individually by wire brushing and sanding. Clean with soap and water before spray painting. If the metal comes out reasonably smooth I use Rust-Oleum Painter's Touch. The finish looks like ceramic. If deeply pitted, and I have painted some really bad cast iron floor lamp bases, use Rust-Oleum Hammered Metal paint. It hides an amazing amount of pitting. Since you have the lamp apart it is a great time to replace the wiring.
