Not sure you can get the rust off without marring the surface, but you can clean rust off with sandpaper and get a can of spray paint and paint the whole rod. Just make sure to let it cure a few days before using it to give spray paint time to dry thoroughly.
Try rubbing WD 40 on it with a soft cloth
You could try using Brillo or S.O.S. Pads first. Just wet them and scrub. The rust should come off.
Try some CLR - get it at a hardware store.
Use coke soda.
