TSP is what I have always used. Be sure to let the walls dry thoroughly before applying your prime coat. To speed up the process, use portable fans, and if possible open or at least crack the windows open.
I use a large car sponge and Dollar Tree Awesome Orange in the half gallon mixed in hot water.
Naomie's TSP recommendation is also what I would use. Just be sure to work in small areas and do not let any of the cleaning solution run down the walls, keep moving with your cleaning and I've always heard you should start at the bottom so as not to have the possibility of "runs" down the walls even though you are going to paint over after cleaning.
I use TSP as well but if the walls are just dusty then vacuum them off or use a duster
TSP if the walls are incredibly dirty or greasy. If just normal dust than Dawn dish soap is just fine.
I would just use a damp sponge and mild soap. Make sure the walls are dry before you start painting!
