Rub WD 40 ,make a paste with vinegar and baking soda,cream of tartar and lemon or try ketchup
Naval jelly then spray paint with Rustolium to prevent further rust .
I use CLR to remove rust.

Hi Ken, i .love steel wool or SOS pads for this, clean and dry thoroughly, then paint the shelves with rustoleum to prevent the rust from returning.
