I would use water and soap but I don´t know wheter sisal rugs shrink with water. Some stains are from spilling drinks, some others were produced by pets.
A product called Awesome works well for that. My hubby smokes so I went through tons of products until I found this one that works. You can buy it at your local Dollar Tree store for a buck. Cant beat the price. You can also buy a jug of It to refill your bottle.
I use TSP but that can be harsh. I would try a mild solution of dawn dish liquid and water with a goid wipe down after with damp towels. Have you tried magic erasers?
How about calling a car detail shop and see what they recommend.
Ammonia will clean nicotine/tar off your surfaces like a champ. It completely melts the residue.
Baking soda .
Murphy's Oil Soap.
You can create a solution by adding 1 cup ammonia, 1/2 cup vinegar, 1/4 cup baking soda and 1 gallon hot water. Mix them well and by using a rag or big sponge, wipe the area well. Wash with water afterwards.
