Warm soapy water.
If warm soapy water as Tcooper9 suggested doesn't work, try rubbing alcohol (in an inconspicuous area 1st).
Try isopropyl or rubbing alcohol. Pour a bit on a microfiber cloth to dampen (not soak), and rub it — in a circle one way, then the other — on a small area to test. Check the cloth: If the paint color is transferring, repainting may be your only option. If it's not, continue around the walls; let the alcohol dry
