Soap and water will work, as will bleach and water (you don't need too much bleach) after washing the walls just make sure there's no residue left, rinse well and dry completely then you are ready to paint
My preference is TSP. That is what the pros use. Wear protective gear, TSP can be a bit harsh. Let dry thoroughly, bring in any portable fans you have or can borrow to speed up the process and open the windows, then prime, then paint.
May I suggest that before you wash walls you dust them with microfiber or Swiffer dust cloths. Truly does make less “mud” when you’re washing the wall.
I used to use a mile solution of warm water and Spic and Span before painting. If it has been a long time since last paint job, I would use a primer before painting.
