To clean the pan, fill it with water and add 1/2 cup white vinegar. Bring to a boil. The residue should float to the top. Skim it off with a paper towel, pour out the liquid, then wash the pan in soapy water, using a nonabrasive nylon scrubby to finish the job.

Add some water and vinegar to the pan and put it on the stove to boil. Boiling the water will loosen all the residue. Wipe the residue away while the pan is still not so it does not set again.

If the discoloring is from the pan getting too hot, then consider treating your health to a new pan.
Damaged Teflon is flaking Teflon. It is not meant to be ingested.
Fill the pan with water and a 1/2 cup of vinegar then bring it to a boil. It should bring the discoloration to the top. If it does skim it off and clean the pan with soap and water.
Try cleaning it with comet and a scrubby sponge and warm water that should do it if not you might not come out.
If the discoloration is from the teflon chipping or scratching off, you should throw it away. Teflon shouldn't get into your food.
