Same as you would paint any other area of your home. Wash with TSP, let dry thoroughly, then use a good primer. Then paint. I would choose a satin or semi gloss finish to be easy to wipe down when needed.

What is on the backsplash now? Naomie is correct for smooth walls. For ceramic you would need a tile paint kit. For laminate just follow Naomie's suggestion.
I can't afford tile right now. I painted first then I went to Walmart n found some adhesive faux tile, (back of the store) that had similar colors to my paint. It was super easy to measure n cut w/household scissors n the back is really sticky n holds great...be careful to make sure size correctly so you put it on once...not easy to move. Just an idea...
