How do I keep the space under the deck clean and keep bugs away?

Right now it has mulch, and we found all kind bugs and small snakes under 8ft.deck. we have a walk out basement door to this area but afraid of running into something in the mulch. Need some ideas to do with this unuses area, beside putting down gravels, and don't want to spend too much money neither.

You can find cement stepping stones (various shapes and colors) at DIY stores that are not costly. You could just make a path out the door staggering the stones. We had a bunch from another project that we weren't using anymore. I butted them close together to create a little "porch" next to our garage in an area that always ended up with stuff stored there. Now it stays weed free and looks cleaner.
