Try lacquer thinner. It removes many things.
Start with Murphy's oil soap and a scrub brush. Then wash with soap and warm water. You can use acetone to remove any left lingering or go back with a 2nd round of Murphy's.
First, seal the tree by using pruning paint where you removed the limb. That will keep more sap off the fence, and keep the tree from "bleeding" or contracting a fungus or disease at the damaged spot.

I also have this problem with sap on my patio furniture. Rubbing alcohol took it right off.
Heard that mayonnaise and WD40 also works but the rubbing alcohol did the cleanup for me
