I'd use a paste made up of baking soda and water to neutralize the acidic urine

After a renter moved out of my rental house I discovered their cats had used a closet for a litter box. My carpet guy recommended pouring a mixture of 3/4 water, 1/4 bleach and a squirt of dish soap onto the concrete. The dish soap helps the bleach adhere to the concrete. It took a few applications since the concentration of urine was so bad but it worked.
