Try wet dryer sheets. Takes the tar spots right off my suv!
Rub a little WD40.

I used skin so soft from Avon and it took off all the tar marks on my car, worked great
If all else fails, the auto stores carry a product for removing tar from the exterior of cars & Rvs. Should work as well on a poly fence.

Hi Cheryll, you can spry on WD-40 and use paper towel to rub it off. Hope this helps.
WD 40 should loosen it enough that is will come right off.
