Try making this...mic one gallon of water with 4 cups of salt in a bucket. Stir until the salt melts completely. Add 3-4 drops of dishwashing liquid, and stir well. Spray this mixture over the rust spots and leave it alone. In a day or two, you should notice a difference as the salt eats away the rust.
