How to safely remove pine-tree pitch drippings from skylight window?

Skylight window in slanted kitchen ceiling is dotted/streaked with pitch drippings from pine-tree branch outside but hovering over the window. Know the branch needs to be removed to avoid further spotting, but need recommendations for products/solutions to remove current pitch buildup on exterior pane of the double-pane window -- effectively and with no damage to the exterior glass. The self-purported professional window cleaning company technician did not solve the problem earlier this month. Thanks in advance for your help!!

Worked with this issue for 30 years. If the skylight is glass and doesn’t have any film tint or UV film applied to the outside (It never should but I have seen it). Then go to a janitorial supply company and get a window cleaning razor. This will remove the pine tar. But only use with glass!
be careful this is extremely sharp. Apply soapy water to the area (dishwasher soap and water mixture) to make the blade slide on the surface. It will take some pressure and to get through the tar. After the main Tar is removed a faint image Is sometimes remaining. Just repeat to remove that. Important not to use the retractable 2 inch razor this isn’t for windows. A good window cleaning razor woul look something like this picture
kerosene cuts pine sap. Even safe for removing from vehicles. Just a dot on a rag and rub on spot. Rinse.
