Try making a paste with bar keepers friend and water
the siding is pretty for giving.. it has a bit of give in it. As for the rust there is a product called wink its for iron stains if you use it read the instructions carefully.
if you can get your hands on a power washer... do that first.
Krud Kutter, Rust Stain Remover,Good Off Rust Stain Remover, you can find these products @ Homedepot or Lowe's, or a hardware store. They cost on average $9-11. Good Luck!

Bar keepers friend and magic eraser work magic for small stains
Since vinyl doesn't rust, metals to, try to find the source of the rust. I use a paste of Bar Keepers Friend and a scrubby to remove stains from just about everything. Works like a charm and isn't too abrasive to leave scratch marks.
