someone wrote all over our cedar fence once with bleach so we had white words. We painted over the marks with bleach, going top to bottom on each damaged fence slat. Gloves and foam brushes. On shingles I would cover full shingles to remove. It took about a month for them to Grey out and match the rest of the fence.
If this is really a stain and your shingles are not sealed, you may be looking at replacing them. I would get an opinion from the paint store. Your homeowners insurance may cover this.
try Oops , paint and stain remover. It can be found at Lowe's , hardware store , maybe even Walmart but I've never looked for it there. I've had the same bottle for probably a decade . A little goes a long way .
