I've seen people remove similar material with a power washer. You can rent them at home improvement stores if you don't have one.

We had the same nasty turf grass, we could not power wash because it was inside. We pulled it us and of course there was the glue mess, It came down to scraping the glue off. Very labor intensive. Another way would be to rent a sander and grind it off if the glue is dried out, if you decide to sand it off, get 1 with a vacuum and wear a mask over your nose and mouth.

If it is on cement-
Get a cement grinding cup and a grinder. You need to wear a lead rated mask and you should keep everything wet to keep down the dust. It is highly carcinogenic and can be carried in the air.

Glue goo , it's removes sticky substances from all surfaces. I'm a custodian with my local school system and this works.
