Crust - eats rust and gives a pitted finish.
Pour white vinegar on the rust, let set several minutes and scrub with wire brush. May need to reapply
Muriatic acid may do it, but it is caustic and don't breathe it in, will affect your lungs so work so the wind is blowing it away. You can find it at home improvement stores, you want full strength, not diluted. It also does a really good job on cleaning the inside of toilets with same precautions since you are in an enclosed space.
Try mixing one gallon of water with 2 cups of table salt and 2-3 drops of liquid dish soap. Mix well, and spray on the area. Let dry completely, then repeat if necessary. It should fade the stain considerably.
Presume you mean "metal", not medal. I have no answer to query.
