They do sell specialized products at the hardware store for this purpose. If you would rather, just pop into the local store and buy some 409. This usually works quite well.

I use dish soap and bleach. There's more bleach in the mixture than dish soap. I use an old broom. Works well.

I found a really cheap cleaner at my local Home Depot a few months ago. It is a orange oxi cleaner, all purpose, by Maintex. I found a Rubbermaid white love seat on the roadside that looked like it hadn't been cleaned in years and had lots of black on it. This solution, along with a Mr. Clean Magic Eraser heavy duty, cleaned it up so that it looked brand new. It also cleaned all the mildew interior of the new to us fishing boat that also looked like it hadn't been cared for in years. It even cleaned the water line off the outside of the boat and the plastic wheel wells with steps back to new looking on the trailer. See if you can find this solution, we had tried a bunch of things to clean the vinyl and nothing else worked like the cleaner and the Magic erasers.
