Are you saying that there is mold on painted PVC?
If so, I'd spray it with bleach water, let it sit a while, then rinse well.
Mold will reappear next year as the spores are in the air.

Use Mold Armor Liquid Mold Remover or Concrobium. Both attach to a hose. Sold at Lowes or on-line. I'm always battling mold here on the Gulf Coast and these are the best I've found so far. I have pvc moulding on my house and neither bother it.
We used a pressure washer.
