find the source of the odor. carpets, floors, drains, etc.

One house we moved into the basement smelled like urine. We ended up having to pull out the carpet and even scrub the concrete to get rid of the smell.

You may have a moisture problem. Try a dehumidifier with an air cleaner.

Spray white vinegar and water liberally in air. Also spray on walls lightly. Will not hurt.

we once got a motel, non smoking room, that someone had recently smoked in. While we went to dinner, the management set an OZONE GENERATOR in the room and running. When we returned the odor was gone. For what its worth.

Good luck, we have an issue with our house as well, we can't find the source. I just recently posted the same question. We painted everything, put in a dehumidifier, replaced all rugs and padding.
