Cotton socks on your hands do work really well. Try doing each slat with a dry sock first to get the majority of dust off, and then slightly damp socks the next time. If you feel they are still dirty, you can use a small amount of Murphy's Oil soap in water and wipe them down again.
If you put old socks on each hand, take each individual blind vane in between your hands and slide your hands from top to bottom. As you slide, you can be pulling off the dust. Try Endust on your socks.
Also using dryer sheets (like Bounce) are easy to use as a wipe and then they repel some of the static.
For fabric blinds, use a vacuum cleaner with an attachment and slowly do both sides of the vanes.
Vinyl only! If they are not too large, they can be removed, left closed and then placed in a shower and hosed down with your shower wand. Vacuum first. The other way is to take a cloth wet with a Dawn, baking soda and water solution and washed individually, slat by slat. You can then run over them again with a cloth dampened in either hot water and vinegar or household ammonia to remove any residue or streaks. If they are fabric, I would vacuum them only.
I would use either the Endust on socks to dust or if you want to clean them with a cleaner you could try Murphy's Oil Soap in a bit of water but don't get the wood soaking wet. Try an inconspicuous spot to make sure that the soap works well and doesn't affect the blind's finish.
I think a lightly dampened cloth with a furniture spray such as Cabinet cleaner or Endust should work okay. Keep turning the cloth so that you are using a clean area and not moving the dust around.
Vacuum them don't forget the top of them or if actually dirty remove them(they just pull out of vane clips or unhook) and put them in tub and wash with white vinegar brush rehang them open them up so they dry put towels on floor under them to catch drips

Wrap cloth around tongs then spray with dusting spray. Then you can use that to clean both sides at once.
