Try vinegar to remove the hard water marks. It may take a few times is the lime scale is really thick. Scrub with a non scratching pad to help get it off if you need help getting the layers off.
Carefully use a razor scraper on the glass. Or somehow put a cloth dampened with vinegar over the area and leave for a while.
the mixture is white vinegar and water 50/50 a dab of blue dawn dish soap and a dab of jet dry in a spray bottle
Is the buildup on the inside of the window or outside?
In what room is the window?
Do you think that the scale might be caused from hard water? If so, use CLR cleaner and wear rubbber gloves. I have had good luck with it cleaning hard water scale off glass shower doors.
