How do you clean blue residue from window cleaner from a metal shelf?

We tried glass cleaner and alcohol to remove the residue and it did nothing. Any suggestions on what to use to remove the stains from the steel shelf?

It sounds like the stain must be in paint on the vinyl shelf? If so, it maybe hopeless. Stains like this “absorb“ into the paint and the only solution may be to repaint.
