I use Windex with vinegar and newspaper. Works well for me!
I have had to use a razor blade scraper on them before. Hard water from the sprinkler system combined with direct hot sun rays can bake on dirt. Just be careful not to scratch the glass...change blades frequently and don't cut yourself.
Thanks for asking the question we all want to be answered. So I did a little research, and absolutely LOVE the instructions on this website. I love the fact that I could eliminate paper towels.

I have mine professionally cleaned twice a year, spring and fall. Not as expensive as you might think, and they do the windows inside and out, including frames and sills along with the screens.
In between, I clean myself. Hose down and use vinegar and old newspaper.
Scrub with a stiff brush and vinegar first then wipe like you would normally
white vinegar and waterer dab of blue dawn dish soap and a dab of jet dry in a spray bottle
