They are my living room windows and are so bad you can't see out of them very good.
I can't tell from the photo but us that the underside of the hardware? you might need to use a paint stripper, like Citri Strip.
I would try, vinegar and baking soda to a small area first.
From the picture it looks like the finish has worn off.

Hi I'm an Interior Designer and those look like antiques to me. I wouldn't do anything to them, they have a great patina. Looks like they were painted but have had gracious wear, it's a look many furniture companies try to emulate, most unsuccessfully!
Hi
I haven't used the method but have seen it several times on some of the flip shows. use a old slow cooker place handles in and add some dishwashing liquid, or baking soda and white vinegar. turn on the crockpot and let handles stay over night. But, I think the handles look GREAT just as they are :-)
I cleaned up my vintage hardware with steel wool and then spray painted them with metal spray paint. They are gorgeous now, and saved me quite a few dollars by reusing them. Here's the project: https://www.hometalk.com/diy/home-office/furniture/new-life-for-a-family-desk-34804253?r=1
