Use windex outdoors and spray with hose. You do not even have to take them off the windows to do this.
If you are talking about window screens, we take them down (out of the window), spray them down with Awesome (found in dollar store) and rinse them off with the hose. Air dry and put them back in

Remove them, wet with a water using a spray nozzle on your hose, get a bucket and put dish soap or another soapy cleaner in it - use a scrub brush and clean.
I haven't tried this yet, but the other day I saw a hint on the internet to wipe them with fabric softener sheets. Has anybody tried this?
Vacuum them to remove dust. Then scrub with a solution of your favorite cleaner like Mr. Clean or Top Job in a bucket and a brush. Hose off to rinse. Let dry in the sun.
I ususally take them out and wash them down with soap and water.
Yes vacuum with a soft brush attachment first. No point in making mud. I actually do this about 4 times a year, in place.
Then once a year, I take them out and mist them with soapy water and then go back and rinse them with the hose in 10 minutes. Tap the frame on the grass or pavement to drip dry faster.
A soft bath brush and hose them off outside using dish detergent. Make sure you do both sides. You can do in tub as well but the aluminum will scratch your tub so put down old towels on the bottom of the tub first and wash in the shower.
